PopUpTraffic has a very good implementation of a pop-up window program that can be a steady source of income for your website. You can earn up to $5 CPM by popping a window in front of the current window, as well as behind.

This program is run by Standard Internet, so you can be assured of timely payout each and every month.

The pop-up windows on this page are a demonstration of what your visitors would experience, should you choose to use both the pop-up and pop-behind.

Payout is $3 CPM for the pop-up windows, and $2 CPM for the pop-behinds. Combining the two for a total $5 CPM is permitted. Minimum payout is $25, and payment is made 14 days after the close of the month.

One problem with popuptraffic is that you have to control the frequency of the pops yourself. Although they will show everytime the code is invoked, you only receive credit for them the first time they are seen per 24 hour period. Standard Internet has some code you can implement which controls this. I do not know why they just don't implement frequency control in their own code like all the other pop up vendors do.
